The Ministry of Agriculture and Environmental Protection is launching a registration process to accurately identify beneficiaries of the agricultural budget, enabling it to implement measures to promote agricultural production more efficiently and establish direct contact with producers, without intermediaries.
Registered agricultural holdings must renew their registration this year as well, from 1 March to 30 April 2016, in order to qualify for various forms of assistance from the agricultural budget. Farmers must submit completed forms to the Treasury Administration of the Ministry of Finance, where they are registered, with details of the current status of crops, planned sowing or planting during the year, and any changes to the holding—its members, the type and number of livestock, and details of land ownership or the basis for using agricultural land. Registration must be renewed whether or not any changes have occurred.
If the crop grown on the land changes after the deadline for renewing registration has passed, you may correct this information by 31 May of the current year.
Changes to data in the Register to determine the declared areas for the next calendar year are made between 1 July and 30 September of the current year.
Registration of agricultural holdings is voluntary and free of charge. It should be noted that only registered agricultural holdings can access funding for premiums, subsidies and loans paid from the budget of the Republic of Serbia, as well as other services provided by state advisory services, which are yet to be reformed.
The following are entered in the Register of Agricultural Holdings:
1. individuals – farmers together with members of their family agricultural holdings;
2. companies registered for agricultural production;
3 agricultural cooperatives;
4 entrepreneurs registered to engage in agricultural production and
5 agricultural research organizations.
You may submit the completed forms and required documents, neatly packed in an envelope, at the Treasury Administration counter in your municipality.
For the initial registration of an agricultural holding, in addition to the completed forms, you must submit:
1. photocopy of the identity card of the holder of the agricultural holding;
2. photocopies of the identity cards of agricultural holding members listed on form no. 2;
3 a photocopy of the land registry extract or a photocopy of the agricultural land lease agreement or a photocopy of the agreement granting land for use free of charge (all these photocopies must be certified by a court or municipality);
4 a photocopy of the dedicated current account opened at a commercial bank of your choice,
5. number of farms on which animals are kept or raised.
For initial registration, legal entities must also submit the following alongside the completed forms:
1. decision on the registration of a legal entity or sole proprietor;
2 a photocopy of the land registry extract or a photocopy of the agricultural land lease agreement or a photocopy of the agreement granting land for use free of charge (all these photocopies must be certified by a court or municipality);
